The Union Public Service Commission (UPSC) is India's central recruiting agency. It is responsible for appointments to and examinations for All India services and group A & group B of Central services. While the Department of Personnel and Training is the central personnel agency in India. The agency's charter is granted by Part XIV of the Constitution of India, titled as Services Under the Union and the States. The commission is mandated by the Constitution for appointments to the services of the Union and All India Services. It is also required to be consulted by the Government in matters relating to the appointment, transfer, promotion and disciplinary matters. The commission reports directly to the President and can advise the Government through him. Although, such advice is not binding on the Government. Being a constitutional authority, UPSC is amongst the few institutions which function with both autonomy and freedom, along with the country’s higher judiciary and lately the Election Commission.

UPSC Recruitment 2019 - Civil Services Examination
The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification
Age Limit: 21-32 Years as on 1st of August, 2019
He must have been born not earlier than 2nd August 1987 and not later than 1st August 1998

The Civil Services Examination will consist of two successive stages -
Civil Services (Preliminary) Examination (Objective type) for the selection of candidates for the Main Examination and
Civil Services (Main) Examination (Written and Interview) for the selection of candidates for the various Services and posts noted above
Applications are now invited for the Civil Services (Preliminary) Examination only
Candidates (excepting Female/SC/ST/Persons with Benchmark Disability Candidates who are exempted from payment of fee) are required to pay fee of Rs 100 either by remitting the money in any Branch of State Bank of India or by using Visa/Master/RuPay Credit/Debit Card or by using Internet Banking of SBI
Applicants who opt for "Pay by Cash" mode should print the system generated Pay-in-slip during part II registration and deposit the fee at the counter of SBI Branch on the next working day only
"Pay by Cash” mode will be deactivated at 11.59 P.M. of 17.3.2019
